Opus East has launched a project page (and posted a press release) for 100 M Street, its 240,000-sq-ft office building planned for the current site of the On Luck Cafeteria at 1st and M, SE. The site says that construction is expected to begin in "late summer 2006", with delivery in late 2008. 100 M's construction will run concurrently with Faison Enterprises's 254-unit residential tower at 1st and L. (Now if Faison would post information and a rendering about it's project!) You can of course see photos (and the 100 M rendering) on my 100 M/1st and L page.

A building permit application has been filed with the DC Department of Consumer and Regulatory Affairs for a project at 1100 First Street, SE--this would appear to be the 14-story, 260-unit residential tower being planned by Faison Enterprises at 1st and L. So it appears to be moving forward....

Also at the ANC meeting, I found out a bit more about some of the new projects in the Near Southeast pipeline: the JPI residential project at 901 New Jersey (which was called "Jefferson at New Jersey and K" on the display boards) will have 237ish units, a pool, fitness room, conference center, etc. The Preston Partnership is the architect (fun web site, guys!). This project was before the ANC to ask for support in advance of its BZA hearing on May 16; however, its requests for a special exception for roof requirements and also a lessening of the residential recreation space were referred to the ANC's development subcommittee, and the ANC voiced its concern about the lack of an affordable housing component within the project, which will probably be something that developers coming to Near Southeast will need to address. As for the Square 743N Faison/Opus East projects along 1st Street, the alley closings brouhaha over the past few months has been settled (the city council approved the bill on its final reading April 4), the developers were back again, now asking for the ANC's support in its hearing before the Zoning Commission on May 25 for approval of the plans for the office building portion of the project, at 100 M Street. The commission voted 4-0-1 to give its support. Finally, a request for closing a portion of an alley on Square 0697 as part of Lerner Enterprises's 1000 South Capitol Street project came before the commission, and after the requisite squabbling over payments to the community for the loss of "public space", this too was referred to the development subcommittee.
 

While at the Courtyard by Marriott today, I got some great overhead photos of Near Southeast; as I worked to put them on the site, I realized that it was also now time to launch separate pages for three developments that are in the pipeline: JPI's two residential projects on I Street, the mixed-use development project on Square 699N at 1st, Half, K, and L streets; and the Faison and Opus East 1st Street office and residential towers between L and M. Right now the pages are kind of short on specifics, and I don't have renderings of any of the projects, but with JPI and Square 699N looking to start construction later this year, I figured it was time to break them out into their own pages. Also, I added overhead shots to my Capper/Carrollsburg and North of M pages. (And, in looking at my 2006 pictures, have you all figured out yet that I got a new camera?)

 

A little late to be posting this, but I'll still pass along that on Tuesday the 21st the City Council will be voting on Bill 16-585, which is the request by Faison to close two alleys in Square 743N (the block bounded by 1st, New Jersey, L and M). Faison is wanting to build two towers in that location.
UPDATE: Oops, I was a little quick on the trigger there. The bill was *considered* at the Feb. 21 meeting, and has now been put on the March 7 agenda for its first reading and vote, with the second and final reading on April 4.

Let's see if I can remember how to post an entry that doesn't have to do with the stadium... ANC 6D has posted its February Meeting agenda, which has a number of Near Southeast items. First, there will be a presentation by the Anacostia Waterfront Corporation on their plans. Then there will be a (re?)discussion of the proposed alley closings on Square 743N petitioned for by Faison to allow for the construction of two towers on 1st Street. There will also be presentation on the BZA application for the planned JPI residential project at 70/100 Street SE, which should give us our first peek at what's being planned for that site. Finally, there is a public space permit application by the Courtyard by Marriott hotel at 1st and L streets SE for a sidewalk cafe (which might be just fancy talk for an outdoor seating area connected to any food service the hotel will be having). The ANC meeting is on Monday, Feb. 13 at 7 pm, at 65 I Street SW.

 

The National Capital Planning Commission has posted the preliminary agenda for its February meeting, with two agenda items pertaining to Near Southeast: a request for approval of comments to city council on the proposed closing of public alleys in Square 743N; and a request approval of a report to the Zoning Commission on the modifications to the first-stage PUD and the second-stage PUD for the Arthur Capper/Carrollsburg redevelopment.

Just got back from the ANC 6D meeting, where Faison Enterprises was seeking the support of the commission in its request to close two east-west alleys in Square 743N, which is bounded by 1st, New Jersey, L, and M. Faison is in the process of acquiring the entire portion of this block west of the north-south alley (they were cagey about exactly how acquired it is), and displayed its preliminary plans for two structures: a 12-story office building on the northeast corner of 1st and M, and a 14-story, 250-unit residential tower on the southeast corner of 1st and L. This project--designed by Esocoff & Associates--has a lot of miles to cover before shovels could go in the ground, especially since its location comes under the new planning review requirements along M Street as part of the latest (not yet approved) amendment to the Capitol Gateway Overlay. I'll dig up some more pictures of the lots, but you can scroll far down on both the M Street and South Capitol Street pages to find a shot or two in the meantime. (Oh, the ANC supported the alley closings 6-0; the city council will vote on the proposal on Jan. 27.) More as I get it. UPDATE, 1/13: The DC Council will be holding a hearing on the legislation for this alley closing on Jan. 27 at 10:30 am.

Near Southeast hits the bigtime, with a front-page story in Monday's Post ("A Transformed Neighborhood Awaits Stadium") that jumps to two full pages of information and photos about the 'hood. The story gives a great feel for the mood as the land rush by developers transforms this formerly neglected neighborhood. A huge map lists 64 spots within Near Southeast that are being developed, sought after, or are held by developers who aren't divulging their plans. If some of the information and photos seem familiar, that's because your humble Near Southeast webmaster temporarily escaped the Post's Newsroom IT department and helped put together the package. Dana Hedgpeth and I will be taking questions and comments on Monday Aug. 15 at 11 am in a washingtonpost.com Live Online chat, so please join in to talk about all the goings on.

While frequent JDLand visitors will be up-to-speed on much on the content, there are some new nuggets to be found:

· Construction is expected to start in 2007 on the first project within the Southeast Federal Center, 400 residential units with accompanying small retail, with delivery anticipated in 2008. (Don't yet know where on the SFC's 44 acres these will be built.)
· Monument Realty has now acquired all parcels on N Street between South Capitol and Half streets, as well with properties on both South Capitol and Half (in what I'm anticipating the city is going to start calling the Stadium District, so of course I had to create a new page for it).
· Faison Associates has just acquired an acre of property that covers almost the entire western half of the block between 1st, New Jersey, L, and M. (But the On Luck Cafeteria on the corner of 1st and M remains a holdout.)
· The owner of the Splash car wash on I Street reveals that he has received multiple $8 million offers for his property and a neighboring parcel.
· The Donohoe Cos. appear to be planning an office building for their property in the 1100 block of New Jersey Avenue.
· And, for those of you who've been following along for a while, you'll also enjoy reading the story of the Star Market at 2nd and L, which lived a solitary life until Capitol Hill Tower rose up around it.
